Germany · ABE Guide

Understand ABE. Choose the Correct Version.

Not every e-scooter—and not every G2 Pro version—is intended for public-road use in Germany. This guide explains what ABE means, which documents to check, why an insurance plate is still required, and how to avoid ordering the wrong version.

ABE Explained

ABE applies to the exact approved vehicle version.

ABE stands for Allgemeine Betriebserlaubnis, or General Operating Permit. A similar model name, matching appearance or CE marking alone does not establish eligibility for public-road use in Germany. The approved vehicle version, its identification and the matching documents must all correspond.

A

Approval Is Vehicle-Specific

The operating permit applies to a defined vehicle configuration. A visually similar standard version is not automatically covered.

I

Insurance Is Still Required

Even with ABE, public-road use requires valid liability insurance and an insurance plate attached to the vehicle.

!

CE Is Not the Same as ABE

A CE marking or declaration of conformity does not replace the German operating permit required for public-road use.

Germany Checklist

Four details need to match.

The word “ABE” in a product title is an important first signal, but the delivered scooter, identification plate and approval documents must still match the approved version.

01
Confirm the Exact Version

The product page, order details, packaging and vehicle plate should clearly identify the intended ABE version.

02
Match the Vehicle Documents

The data confirmation or operating permit must correspond to the exact vehicle type supplied.

03
Arrange the Insurance Plate

Valid motor liability insurance is required before riding on public traffic areas.

04
Avoid Unapproved Modifications

Unlocking the speed or changing approval-relevant components may invalidate or affect the operating permit.

Do Not Confuse the Versions

ABE, Standard and VMP versions are not interchangeable.

KuKirin models may be offered in different configurations for different markets. For Germany, the exact approved ABE version is the relevant version to check.

Not automatically road-approved

G2 Pro Standard

A standard or international G2 Pro is not automatically approved for public-road use in Germany simply because it shares the same model name.

  • The model name alone is not proof of ABE
  • Higher-speed configurations may differ
  • CE does not replace an operating permit
  • Check the target market before ordering
Spain-specific version

G2 Pro VMP

A Spanish VMP certification is designed around requirements in Spain. It is not automatically a substitute for a German ABE.

  • VMP and ABE are different approvals
  • Choose the ABE version for Germany
  • Do not treat national approvals as interchangeable
  • Check local rules before use
Before Ordering and Riding

Check these details carefully.

The important point is a clear match between the listed product, the delivered scooter and its approval documentation.

A
Product Description

The page should clearly distinguish the ABE version from standard or VMP versions.

B
Vehicle Plate and Identification

Model and identification details should correspond with the order and approval documents.

C
Data Confirmation or Operating Permit

Keep the documents supplied for the specific vehicle in a safe and accessible place.

D
Insurance Evidence

A valid insurance plate must be attached before public-road use.

Using an E-Scooter in Germany

ABE is only one part of the requirements.

Insurance, age and traffic rules still apply even when the scooter has the appropriate operating permit. Always check current road signs, local restrictions and legal updates.

Insurance Fit the plate before the first ride

Small electric vehicles require liability insurance. A valid insurance plate must be attached to the scooter.

Minimum age Riders must be at least 14

A driving licence or moped test certificate is generally not required for this vehicle class.

Where to ride Use designated cycling infrastructure

Cycle paths and cycle lanes must generally be used where available. Pavements are not normally permitted.

Responsibility Keep the vehicle in approved condition

Ride only when the scooter is technically sound and remember that modifications may affect its approval.

Check Official Information

Laws and technical requirements may change. Current German authority publications and the applicable legislation remain decisive.

Frequently Asked Questions

Essential answers before you buy.

Is CE marking enough for public-road use in Germany?

No. A CE marking or declaration of conformity does not replace an ABE or individual operating permit for public-road use.

Is every KuKirin G2 Pro automatically an ABE version?

No. The G2 Pro may be supplied in different market-specific versions. Confirm that the product is explicitly identified as the German ABE version.

Can I simply limit a standard version to 20 km/h?

No. A speed setting alone does not replace an operating permit. Approval applies to the tested and approved vehicle configuration.

Do I still need insurance when the scooter has ABE?

Yes. Valid liability insurance and an insurance plate are required before riding on public traffic areas.

Do I need a driving licence?

A driving licence is generally not required for small electric vehicles covered by the eKFV. The minimum age is 14.

Is a Spanish VMP version automatically valid in Germany?

No. A Spanish VMP certification is not automatically equivalent to a German ABE.

Where may I ride an approved e-scooter?

Designated cycling infrastructure must generally be used where available. Pavements and pedestrian zones require explicit permission.
